Low inflation is healthy, but at a level close to 0 percent inflation, the economy of a country like Macedonia is unlikely to grow. Therefore, in many European countries, inflation levels between 2 and 7 percent are considered ideal, says in an interview for Tourism and Management Magazine, Said Sergio Mousagi, political and strategic consultant and recipient of the honorary title “Doctor Honoris Causa” of UTMS. According to him, Macedonia needs stable policies focused on innovative technologies and strategic investments, in order to avoid dependence on other countries, especially in terms of food supply, renewable energy sources, technological modernization, education, tourism and marketing.

Mr. Musagi, at the end of 2022 you received the recognition “Doctor Honoris Causa” from the University of Tourism and Management in Skopje for your achievements and your contribution to the development of the economy in the Republic of Macedonia. How much does this recognition mean to you?

I would like to express my congratulations to the University of Tourism and Management in Skopje, especially to the rector, Professor Ace Milenkovski, for the excellent work in the promotion of Macedonia and the University in connection with the existing protocols for international cooperation with other universities of the world.

Such international activities not only contribute significantly to the qualifications and post-graduate career opportunities of students, since education is the basis for the development of any country, but are also an indicator of the commitment to growth and development in general.

I will take this opportunity to thank Professor Ace Milenkovski and the entire academic team of the University for awarding me the title of “Doctor Honoris Causa”, the highest recognition that a University can bestow, in appreciation of my dedication and work over the years . This honorary degree not only filled my heart with satisfaction and joy, but also gave me additional motivation and energy to continue my work.

In fact, in Professor Ace Milenkovski, I recognize a highly developed vision for governance, capacity for leadership, experience, strategic thinking and commitment.

You have great experience and knowledge in the areas in which you are active, in the economy and in education. Behind us is an economically difficult year, full of challenges. How would you evaluate the current economic situation in the region, above all in Macedonia, which ended the year with inflation of nearly 15 percent?

We live in a global world. It is not difficult to govern a country that has two million inhabitants. The right mechanisms, politics, diplomacy, lobbying and long-term vision need to be applied. In the phase of pre-accession negotiations with the EU, it is important for your country to properly use structural funds and aid through the implementation of projects, appropriate rezoning and the creation of industrial zones to stimulate the economy and create growth, including in less populated areas.

As a corporate, political and strategic consultant, I always advise to seriously consider those external factors that can cause higher inflation. It is necessary to implement quality control of public finances, proper management both at the micro and macro level and of public expenditures. I believe that strategic investments are key.

Macedonia has all the prerequisites to succeed and develop into a strong and prosperous European market economy. From a geographical point of view, the country has a mild climate, which with good management and marketing strategy is a prerequisite for the development of tourism and a favorable economic environment. In my opinion, it is important to create a decentralization commission. Speculative forces could have a detrimental effect on inflation, and the country must be careful to mitigate not only such an effect, but also corruption. It is also important to tackle poverty and inequality, which tend to widen over time if inflation and the poor purchasing power of the population are taken into account. They are not good in themselves at all because they also lead to corruption, lack of security, tensions and unrest among the population,

Macedonia is a stable country, has trade agreements with CEFTA and is a member of NATO, OSCE, UN, UNESCO, WTO, and all this has its advantages.

What, in your opinion, should the authorities in the country do to attract more foreign investors, in order to strengthen the economy in these crucial times?

Macedonia is well positioned, bordering five countries and all of them together could use that advantage in order to strengthen strategic alliances and the economies of the Balkans.

The government must emphasize strategies to increase the country’s visibility, including economic achievements, tourism and athletic development, macroeconomic growth factors that lead to economic progress, and administrative digitization. Smart cities, the best practices for public administration management, the division of institutional power, the possibility of online registration for small businesses and organizations, the digitization of all archives and registers, the automatic issuance of identification documents for permanent residents – all these possibilities give confidence to investors. . Like any developing economy, Macedonia needs foreign investment and workforce upgrading, which leads to economic growth. European investors demand that the government treat them with the same rights as the citizens of the country,

Therefore, no small or rural populated area should be left without water supply, municipal water supply, sewage system and waste water treatment system. For this, it is vital to take advantage of the Pre-Accession Assistance Programme.

Your country needs stable policies focused on innovative technologies and strategic investments in key sectors, in order to avoid dependence on other countries, especially in terms of food supply, renewable energy sources, technological modernization, education, tourism and marketing .

Regarding the political developments in the region, how do you comment on the current political situation in the Balkans, especially the relations between Skopje and Sofia, and how could these disagreements be overcome diplomatically?

The situation with the war in Ukraine is problematic for the whole of Europe, with harmful effects especially for the countries of the Balkan region. In my opinion, this war is an irreversible mistake, which has already left its mark on the division between future generations. I think a number of diplomatic and analytical mistakes were made, including those involving counterintelligence. In no way could the supply of arms lead to peace. Has anyone considered ordinary citizens, Russian and Ukrainian children, the economic consequences in neighboring countries and throughout Europe?

Regarding the developments between Skopje and Sofia, I have my own personal opinion, based on my knowledge of Balkan history and my many years of presence in the region. We all make mistakes. However, taking the same mistake from the past into the present does not bring anything positive for the development of nations, their economies and a visionary strategy for the future of their citizens. Citizens cannot be hostages to one or another error or historical interpretation for life, which, in turn, cannot be used to manipulate public opinion and to politically destabilize relations between the two countries.

Europe needs security in the Balkan region. The Macedonian people and business leaders want to be part of the EU as a full-fledged member state. This is my opinion.

Politicians should approach this work with maturity and mutual respect, to respect the economic and strategic interests and development of countries and their citizens, leaving aside any political or other interests and without losing their identity. The involvement of foreign statesmen who do not know the structure of the Balkans has cast doubt on the diplomatic capacity of those directly involved in the negotiations. One thing is certain – we need to focus on the future, because the past does not always bring good memories. The young generation expects that from us. Macedonia and Bulgaria will always be brotherly countries, and this should be the basis for building diplomatic and strategic relations, in order to achieve trust and cooperation, which will certainly be needed by both countries in the future.

Mr. Musagi, you have lived in the Balkans for many years. What do you like most about this region? Do you come to Macedonia often and what made the biggest impression on you about our country?

I have lived in the Balkans since 1994, when I was appointed by the then Minister of Foreign Affairs of Portugal, and later the President of the European Commission, José Manuel Durão Barroso, as Chancellor of the Embassy of Portugal in Sofia.

As a result of my professional duties, I had the opportunity to communicate with leaders from the entire Balkan region, including from Macedonia, and some of them are still my good friends and colleagues today.

In Macedonia, I had the opportunity to visit many places: besides Skopje, I also visited Kumanovo, Bitola, Prilep, Veles, Vinica, and everywhere I met friendly, unpretentious, intelligent, hardworking and ambitious people, who really care for their country. This leaves an impression.

I have many happy moments and experiences from my time in the Balkans – unforgettable sights with magnificent nature, rich history, and I can’t help but mention the delicious food and excellent wine.

With good governance, Macedonia can become a very rich country. Investment funds must be well spent. The country is not just highways, current communications are important for economic development, but it does not end there. The country must open its horizons to the outside world.

You see, Macedonia does not have a diplomatic representation in Portugal today, but, on the other hand, that is no reason not to visit Macedonia and feel well received by everyone here. I seek to bring Portuguese and other foreign investments to your country through the establishment of a Macedonian-Portuguese association.

It is important to create commercial and tourist zones, to invest in rural and agricultural regions. We need to prevent certain regions from falling into poverty based on an aging population because sooner or later this will become a problem.

It is not easy to express 29 years of professional and personal experience in Eastern European countries in a few sentences, but for me the most relevant is the strong feeling and connection I have with your country.

“We need to stand firm in our action path towards ocean health and sustainability. Oceans are a central part of the climate system and a source of resources for mankind. Today’s event is to draw attention to the fact that in June, Lisbon will be ocean” said the Minister of Maritime Affairs, Ricardo Serrão Santos, at the session to present the promotional video and debate on the UN Ocean Conference, to be held in Lisbon from 27 June to 1 July, co-hosted by Portugal and Kenya.

“I don’t want to let this day go amiss, International Women’s Day, without a word to the huge importance of equality in the ocean sector. Sustainable Development Goal 4 (ODS 14)– Protect the oceans, sea, and marine resources – does not exist on it is own. All the goals are interconnected for a single purpose: a proposal of action for peace and prosperity for the planet and societies, in the present and in the future”, Ricardo Serrão Santos added on the implementation of SGD 14 on the UN Agenda 2030, which the conference will focus on.

During the session, held at the Portuguese Sea and Atmosphere Institute in Algés, and co-hosted by the Ministry of Maritime Affairs and the Ministry of Foreign Affairs, the promotional video was presented, which aims to trigger civil society’s interest in the conference and SDG 1: “Conserve and sustainably use the oceans, sea and marine resources for sustainable development”. 

The conference programme and side events was presented by Alexandre Leitão from the Ministry of Foreign Affairs on behalf of the conference Organising Committee. The initiative also featured interventions by speakers from various areas of society: science, fisheries, blue economy, civil society, local government, and youth.

“Informed citizens will support the effective implementation of political decisions concerning our seas, based on the best available knowledge. To mobilise the scientific community, academic institutions, the private sector, NGOs, philanthropic, civic, youth and child associations, as well as the entire civil society and social partners is detrimental to the success of ocean action”, the Minister of Maritime Affairs reiterated.

The vent included messages from the President of Portugal, Marcelo Rebelo de Sousa, the Minister of State and Foreign Affairs, Augusto Santos Silva, the European Commissioner for Environment, Oceans and Fisheries, Virginijus Sinkevicius and the UN Secretary-General’s Special Envoy for the Ocean, Peter Thomson.

Luka Gorgievski, 26, is a member of the band Funk Shui from North Macedonia. Founded in 2010, the band describes its music as free flow. When asked about his inspiration to become a musician, Luka says: “It was mesmerising when I found out that humans can communicate through something other than words. It is almost an elite privilege.”

“Knowing that, I cherish the gift and try to make more people smile and dance, and take away their fear. And they feel it. By chance, I learned how to make it work,” he adds.

The band has several recordings and is well known in North Macedonia and other countries in the Western Balkans. However, their professional music journey has had many challenges too. When asked what these challenges were, Luka says ‘What was not a challenge would be a better question. There were loads of them!’

Learning the business of art

The business aspect of their work was one of the main challenges. Funk Shui resolved this problem by cooperating with a professional music manager.

Gorjana Jordanovska, who works for Password Production, a music management company, explains that most artists in North Macedonia are “not educated in the music business”.

“They don’t know how to sell themselves. They don’t know how to work in this professional music world. They only know how to play,” she says.

Password Production decided to address this challenge systematically with the aim of helping their clients and other musicians with music business education. Along with partners from Czechia, Estonia, Greece, Hungary, Poland, Romania, Serbia and Slovenia, they launched a project named Hub for the Exchange of Music Innovation in Central and South-Eastern Europe, or HEMI. The project is funded by the European Union’s Creative Europe programme.

“The HEMI project provides expertise, consultancy and training modules to music professionals in Central and South-Eastern Europe, responding to the current and future needs of the sector in the region but also more widely across Europe,” Gorjana says.

Gorjana believes that this project will be an essential contribution to the professional development of the music community. Apart from access to professional consultancy in business education, artists will also have an opportunity to perform in festivals organised by partner organisations in all nine countries in the project.

Hospital de Braga acquired new ultrasound equipment, in an investment of around 55 thousand euros.

The new ultrasound scanner, which is installed in the Emergency Department, is part of a strategy of renovating and replacing more obsolete equipment and translates into an investment in innovation and technical differentiation with the aim of increasing response capacity in the area of ​​imaging. .

This new equipment adds great support to the diagnosis of different pathologies in a hospital context, through a more simplified and faster workflow in which the choice of image has greater clinical acuity, in addition to faster and more accurate observation.

The reinforcement of this equipment in the Emergency Department also allows for greater comfort for users and clinicians, reducing, through this more modern technology, the time taken to carry out the clinical study and, consequently, possible states of greater anxiety on the part of users.

During the first year of the COVID-19 pandemic, restrictions on movement and closure of schools had a severe impact on children’s education and daily routines, as they had to attend classes from home. This situation also highlighted once more the gap between the children and families who have access to computers and the internet and those who don’t. Borche Stamenov from the town of Kavadarci in North Macedonia is one of the heroes who has contributed to reducing this gap for 1,200 families across the country who could not afford to buy a computer. His story started almost by accident.

Borche works at Bidat Informatika, a company from Kavadarci that provides software and hardware repair services. He explains that for years clients had been leaving their old computers at their store, so they could use them to train interns to fix them. In 2016, a woman came to Bidat Informatika and said she needed a computer but didn’t have the means to buy one. Borche had the idea of using spare parts to put together a computer for her. He and his colleague then delivered it to the woman’s home.

A small donation that turned into a movement

When visiting this home, Borche and his colleague met the woman’s three children who were overjoyed by Borche’s gift. “Witnessing the joy of the children, and the light in their eyes, I decided to continue this computer donation work and bring happiness to as many children as possible,” says Borche.

Following this, Borche launched a “Donate Computer” social media page so he could reach more people who were willing to donate second-hand computers and more families who couldn’t afford a computer. As he had predicted, the families in need were numerous but, to his surprise, the number of interested donors was also high. First, 20 computers came from a local company, who were replacing their old computers. “We published this donation on our social media pages, and more donations kept on coming,” says Borche.

The pace of his humanitarian mission picked up in the pandemic when the Ministry of Education of North Macedonia decided to move teaching online. As a result, hundreds of children and young adults from poor families and remote regions faced a daunting challenge.

The numbers of donated computers accelerated during this year when from around 100 annually, Borche and his colleagues increased the amount of computers delivered to approximately 500. They had to launch a web page to better organise the flow of delivery from donors to people in need. He was helped by individuals who relayed messages to him from those in need, and by delivery companies such as Eko Logistic Servis which delivered the computers for free.

Borche was contacted by the EU Delegation in Skopje, who were renewing their computers and other IT equipment, and had heard about his initiative. “The EU was willing to provide us with around 140 computers and other pieces of IT equipment. This was marvellous and the biggest donation that we have received so far,” says Borche.

Contact with the EU Delegation in Skopje continued even after their donation. This year Borche received their European of the Year Special Award for Solidarity. His contribution was recognised in improving the lives of families in need of digital connectivity, which has been particularly acute during the heightened isolation and online learning of COVID times.

Borche’s computers have reached virtually every region in Macedonia. He has received thankyou notes in various forms – from letters to videos. And he plans to continue. “I hope that in the near future there will be no more need for my contribution as the government or other institutions will enable every family in North Macedonia to own a new computer. But until then, I will keep on working on this,” he says.

Stobi in North Macedonia was once one of the most important cities in Europe. From around 200 BC, and for almost seven centuries after, it played a significant role in the Roman empire. At the crossroads of trade routes, it grew into an important town, which even minted its own coins. During Roman times, Stobi was the capital of the Roman province called Macedonia Salutaris, and its citizens had the same status as citizens of Rome. As in any other important Roman city, gladiator games were an indispensable part of urban culture. Today, Stobi is an important archeological site with Christian basilicas, baths, a theatre, a synagogue, the remains of roads and grand houses, and even a casino. Although life in the city will probably never be revived, its gladiators are coming back!

The concept of using historical and cultural sites as tourist destinations is still in its infancy in North Macedonia. Archeological sites often lack good visual presentation and information boards; storytelling rarely goes beyond brochures and posters, and there is little or no on-site audience engagement. However, a highly competitive tourism market requires cultural heritage sites to develop strategies and collaboration with creative industries to help them stand out. One such option is the use of innovative solutions such as a virtual-reality (VR) tour application as a tool to explore and revive cultural heritage. VR technology offers the public an opportunity to immerse themselves in a realistic reconstruction of events and stories that best represent any given cultural heritage site.

Virtually among gladiators

In cooperation with the Stobi National Institute, and with the support of EU funding, the Center for Social Innovations Blink 42-21 NGO developed a virtual reality application that will engage visitors to Stobi in a gladiators’ battle performance inside the old theatre. Milan Tancheski, the manager of the project, explains that the VR application includes 3D visualisation and reconstruction of the theatre.

This enables visitors to gain a much deeper and more holistic understanding of the space, with unobstructed views of structures and major monuments that no longer exist. “The 3D environment presents the interior of the gladiators’ arena, and it also projects an introductory ceremony before a battle, as well as a generic crowd, providing visitors with a sense that they are part of the audience,” says Milan.

The development of this project was challenging. The city is in ruins, so first came the development of a screenplay and story as a basis for developing 3D models for characters and the surrounding architecture. As part of the process, an architect developed a plan of the old theatre and turned it into a 3D model. As a final part of the activity, the project had to develop life-size 3D models for the gladiators and for around 700 characters from the audience. In doing this, they consulted closely with experts and used historical data, so the experience is as realistic, and fact-based as possible.

If you visit Stobi now, you can ask for a virtual reality set, consisting of a laptop and VR glasses. With these, you’ll be seated at a designated place in the theatre. The moment that you put the glasses on and turn on the equipment, you travel back 1,500 years and are surrounded by an audience and able to enjoy a gladiator ceremony taking place on the theatre’s main stage.

“At its height, the theatre had 7,000 seats, and we managed to design and bring to life 700 characters, most of them dynamic: cheering or standing up. So you see the guy beside, behind or in front of you cheering or standing or sitting,” says Milan.

In this sense, the Government launches today the platform «Portugal for Ukraine», available at  www.portugalforukraine.gov.pt , which aims to bring together all the responses and ongoing actions with a view to supporting displaced people from Ukraine, inside and outside. of Portugal, in the dimensions of international action, the sending of humanitarian support and the integration and reception in Portugal. It contains information and support contacts related to coming to Portugal, transport, documentation, employment and training, education, health and housing. 

The platform will allow the consultation of the various initiatives that are being carried out by the different Government Areas with responsibility for reception and integration, facilitating access to information by the user, and allowing them to prepare their trip to Portugal. .  

«Portugal for Ukraine» also includes a list of questions and answers that contain general information and useful information about coming to Portugal and welcoming in the country, including an automated questionnaire that directs the request/offer of help to the entity best prepared to give answer to the problem presented. 

The contents are available in Portuguese and English, and in the coming days there should also be a version in Ukrainian. 

Portugal is available to welcome all displaced citizens of Ukraine who need international protection and who arrive in national territory.
